It's these guys' style. In Gurren Lagann the first major villain also had four generals, and they were pretty much used as stepping stones for the main character's development as well.

Damn I forgot GL had those four generals. I guess I didn't seem like a speed run with them because we really didn't know they were gonna fight them like that.

At this point it's definitely safe to say that Satsuki is this show's Spiral King, and either her family or Nudist Beach (or both?) will be the series' Anti-Spiral.
