Jokic is barking at the ref for 2-3 seconds and within that period he's walking away. That's a lot different to Embiid who actually runs from the other end of the floor and runs up on the ref (she even allows him the same grace period of 2-3 seconds). It's the continuation and getting right up in her face which gets the tech.

Jokic actually got two techs in considerably less amount of time than Embiid did here -
