She is already being paid well above min wage, and above the desired "living wage of $15/hr despite having no skills... at what point is the onus on her? At what point if any do any of you question why some ones skill set maxes out at folding boxes? and what do you believe the govt. should do if anything?

I think government should subsidize relocation efforts. Tax payers shouldnt be on the hook for some ones desire to live in one of the most expensive cities/states on the planet... in my opinion.
Relocation would be cheaper in the long run.
