You know how ridiculous that sounds though right? He has to be British because all James Bonds were British actors but he doesn't have to be white because they all were white? Besides, a good actor can put on a decent accent. Changing the character's race erases the continuity with the other films too much. Just as not every white guy can pull off being James Bond but needs to have a certain look.
