They tried to pass it quickly. Republicans blocked it. So they're trying to pass through the budget reconciliation process and that takes time. The process is literally ongoing right now - there were two key votes just yesterday and Kamala had to be the tiebreaker on both of them cause not a single Republican would agree.
What do you expect them to do? They can't magically make the Republicans stop being a$$holes.

Trump needs to face consequences for his role in the insurrection but getting that money to suffering Americans should be a top priority.
