Both.
He's more or less guaranteed a Hall of Fame spot through this reign, but you'd have to go all the way back to Bret's reign in 96 to see a WWE champion consistently treated 2nd fiddle to someone else (HBK/Cena). I think he's helped bring credibility to the title as a fighting face who was a smark favorite and later became one of the most overall popular wrestlers in WWE. He puts on good/great matches but the lack of main events changed people's perception of his worth.
I liked that WWE finally used his lack of main events as part of the storyline (Well the WWE couldn't keep ignoring the fact that their main prize was being neglected for so long) and his heel turn is decent so far as it has motivation.
Let's review:
1.Punk GTS'd the Rock, a part-timer, as retaliation for lack of respect (barely addressed him) and waltzing into a WWE Title shot, it wasn't a shot at the fans as the fans have supported him and his reign
2.Punk rightfully called out Lawler over turning his back on everyone which he didn't (and hasn't done until now)
3.Punk made an example out of Lawler and his "propaganda" cementing his newfound attitude
4.He's tired of making everyone else happy "kissing babies and smiling real good" at the cost of himself and becoming something he isn't. Now anyone who stands in his way will be dealt with.
5.Punk gets stopped by people asking him about his lack of main eventing and he says it's ok because he respects Cena, HHH, Rock, etc. Now he's tired of doing that because the respect isn't being reciprocated back to him
6.The WWE Champion should always be the "A" story in WWE as it is its most valuable prize that all wrestlers (except one) strive for.
7.Punk's motto, Best in The World, was ditched in favor of being the Best Ever. Longer championship reign than Bret, HBK, the Rock and he feels at this point that he's better than they ever were. 10 month reign isn't exactly a slouch.
8.Punk's reign gave him confidence and proves him right that he's the best. Especially considering he beat Cena twice relatively clean to set all these events into motion. Whereas Cena sees this as whiny and delusional, Punk sees it as self-confidence and backing up your trash talk.
9.Punk low key turned on the fans this past week with the way he referred to Montreal as "these people" and got at Cena for speaking their language.
10.Alliance with Heyman. He's a Paul Heyman guy after all bringing last year's promo full circle and a possible Punk/Lesnar alliance may be in the future.
11.Punk's demeanor. No longer pandering and smiling, he looks tired of playing games and is ready for war.
All this in six weeks. This is pretty damn good character development. And it would be negated if Cena won at NOC IMO. I think Punk should win through Heyman interference, if Punk won clean it would technically end the feud (Cena's words) at NOC.
