No. It's not at all. Atlanta, Charlotte, Dallas, Houston, etc are all gaining black folks while LA, the Bay and San Diego are all net losing black folks for this reason
And let's not kid ourselves, if it's not the Bay, La, Sacremento or SD California is pretty much the deep south with more oppressive heat. Folks keep talking if you have money, but if you have money any city is popping.
