nah...the CBO is not the problem. Numbers are numbers and they have a track record of grading things evenly.
Much of the lousy policies and politics of the ACA is the result of the Obama administration prioritizing the CBO score above all else
This is one of the most consequential parts

Yes, but they prioritized it for political purposes.

The CBO itself just did it's job.

It's not their fault that politicians don't believe in MMT and want bills to be paid for

Americans are morons zero-sum thinkers so if something goes right or wrong it's attributed to the person perceived as "in charge" regardless of their level of culpability.

Actually, I doubt this is specific to the US.

Only 49% of 3-4 year Olds attend pre-k. I imagine some states won't do anything with it and California skews the data, but they already have their own universal prek program that passed.

The money will stretch, but I'd like to see more than a take all the kids and divide by dollars approach.
