No. Diddy put a hit on Pac and Suge prior to the vegas incident and he was planning to use the same gang that eventually killed Pac. However, Pac fukked up Lando in Vegas so that speed the process of Diddy's plan, Here are the people involved (I might be missing a lot though)
Diddy (the planner)----> Zip (supplier of gun)---> South Side Crips (executioner)

u pretty much got it right..

Diddy didn't so much plan it, as he did wave the idea in the air, if Death Row got too disrespectful and they did. Pac knew Orlando, he didn't know him personally, but he knew of him - had heard about him, and knew what set he repped, and who was paying him under the table.

Orlando and Keefe them was hollering at Puffy/Biggie the night BIG got killed which probably made certain that night would be the night revenge/retaliation would come

Other than promoting entertainment, what was weakening the community they could directly control?

Pacs heritage and influence with the youth and streets to empower themselves to vote. ..and for him..if possible....

Imagine that. ..Pac getting fans and non felons to go vote or follow him on a political platform....

No other rapper at the time had that prestige other than BIG..

Snoop was a way bigger star at that time that BIG was.

Pac talked about that stuff in interviews but at the time of Pac's death, he had released one of the most vicious and 'vulgar' diss songs in history, was declaring war on his enemies, getting in fights frequently, involving himself in gang politics, out on bail, etc etc

not exactly the make-up of a guy going the political righteous ways
