I have no problem with slow paced, but the killer of week format is archaic and kinda embarrassing in 2014.

Breh there's a method to it. It's killer of the week with an overarching plot throughout the whole season and there's a reason for it which you find out about toward the end of the season or at least as the plot unfolds. All of these different killers serve a purpose to the larger story

I've tried to get into the show, but I can't get past the first 3 or so episodes. I'll give it another try.

Do not....do not....judge this show by the first half of season 1. The second half of season 1, and the entirety of season 2 are some of the best TV you'll see, any network. The season 2 finale will fukk your shyt up something serious. I would put it up against any season finale in history.

As far as the procedural elements, it has nothing to do with being a network drama. In the original novels Hannibal helped Jack Crawford and Will Graham (and later Clarice Starling) catch serial killers. Even the movies focused on that. Also a lot of things that seem procedural aren't as random as you'd initially think.
