Spider man might be less physically challenged in Gotham but his intelligence would be challenged more. He's not as good as a detective as Batman. So it'd take more time to catch the villains.

Batman would get stomped out upon 1st encountering Spider-Mans strongest bad guys but most of them have an exploitable weakness and Batmans whole thing is exploiting weaknesses.

Symbiotes weak to high pitched sound etc.

If I had to pick tho I'd say Batman tho. Green Goblin is basically if the Joker was smarter and rich af.
