Actually, those cities might be safe or at least not a high priority. A country who lets off nukes against another country that has nukes knows that their chance of survival from retaliation is minimal. So if they let off nukes, they’re most likely to target the other country’s nuke stockpile and command centers. In the US, a lot of that is in places like Idaho, Montana, Wyoming which are strategically placed away from populated areas. Major military bases would be targets as well as the Pentagon.
