Superman kind of was a joke for many years until Watchmen. The Dr. Manhattan story gave superman writers something interesting they could rip off.
I just assumed dr manhattan was based on superman.
The version of Superman that came on the heels of Watchmen was the John Byrne re-invention and that version of Superman was made even more human than he had been up to that point. Nothing about Dr. Manhattan as a character bled into the portrayal of Superman.
Now Watchmen made pretty much every comic book writer try to write more layered, complex and adult super-heroes but there was no direct reaction by Superman writers especially not in relation to the character of Dr. Manhattan.

It's fairly well known that Watchmen was based on Charlton Comics characters that DC bought in the early 80's. Moore wanted to use the actual characters but DC was afraid of the lasting effects since it was such a different take on superheroes, so he had to change them.

Nope, @TheGodling was correct; Watchmen was supposed to feature the Charlton Comics characters but DC decided they wanted to bring them into the regular DCU so Alan Moore had to change his characters names/likenesses.isn't there a quote in watchmen..."superman exists and he is american?"

But in the comic the line is attributed to a professor who reveals what he actually said was "God exists, and he is American".
