It should be doable. Just have to buy a cheaper case and buy one of those Indian windows licenses for $20. A GTX 1060 graphics card, 16gb of RAM and an i3 processor should have you running those at 60/1080. If you want to he super stable at 60fps buy an i5 processor instead.

Is 16gb ram enough for animation and stuff though? Rendering 4k content seems like it'd be taxing, but I'm not animation expert by any means.

16gb will do fine for 4k video editing
