The movie never really puts the emphasis on why they put the horse head in dudes bed..U have to read the book to get the full info.
The Don was about justice...going by the movie u would think he just put the horsehead in the bed as a scare tactic after the disrespect but it was more then that Jack Woltz was a pedophile. Before Tom left he saw the little girl in the extended movie version coming out of a vehicle after getting molested by Jack Woltz. She looked worn out and ran thru compared to earlier. Tom told The Don all of this and that was the justification for cutting the horses head off.
