The example provided was student debt relief. Is congress who is supposed to hold the purse strings of government abdicating their duty by giving the executive branch broad power with student debt?

Or do we consider that different than say, being able to perform military action without the approval of congress?

One thing you can do is end qualified immunity. That alone would change policing nationwide. Its not impossible. If that the case what was the point of all the protest last year if there is nothing that can be done about police gunning down black men and women with little happening to them. End qualified immunity and break up the criminal mafias that are police unions.
