Yes.
Housing projects built by the government don't work until the tenants are 60 years old +.
Senior citizen projects are clean, orderly, low crime, and for the most part, nice.
Housing projects for the homeless and poor can work, but only with rules, none of which the tenants want or politicians willing to enforce/mandate.

I wish I could too.
But I lived in government housing - twice. No vesture or ownership made it hard for people to care about the building and grounds. Those that did were ridiculed, because they didn't own it.
Also lived in Navy housing. Frequent inspections and rules that parents were accountable to. Backyard was 300 yards to a beach. Front yard was cul de sac surrounded by apple orchard. Great school and neighborhood.
It can be done, but not without rules and accountability.
