Penny never reached his prime, he was still young, and when he had his own team in 97 injuries fukked him over.
Also remember Shaq was very young back then as well and he had to go against teams led by Prime Mike, and Prime Dream.
You have to place context around these arguments. The 96 bulls and 95 Rockets are a lot more formidable than the 09 magic and 10 Celtics.

The only debatable part of that statement is Kareem and possibly Magic, though Magic himself has said that Bean is a better player than him.

The facts are shaq had talented teams on the magic and the late 90's lakers it wasn't until Bryant became a superstar in 00, and all the other great Centers of the 90's fell off that he could start getting chips. No MVPs/No Finals MVP's without Kobe, but the other way around.....

Kobe is better then Duncan too. Both elite 2 way players but Kobe is so much better offensively in the RS and PS it gives him the edge. Plus he has a better resume and in the head to head matchups Bryant was almost always the better player between them.
The biggest thing in those spurs/Lakers wars were the 4th quarters where Kobe dominated and Duncan was inconsistent. 2002 his 3 Straight 10 point 4th quarters was the key to winning that series 4-1
