That's why Stringer was built better than any other character ...project muthafukka stealing badminton sets, then after Bunk and McNulty visit his impressive apartment and see he's a man with tasted and ambition "trapped" by the color of his skin and geographics in Baltimore. When they pull the book off the shelf "The Wealth of Nations"...revealing Stringer was intelligent yet cunning.
I truly felt bad for his character, Stringer never double crossed anyone who didn't have it coming.

Remember Avon ignores what going tn the rest of Baltimore because HE HAD THE TOWER! Those towers made him a millionaire, so when the came down he didn't have a plan of action. He should've hook up with Prop and expand into the eastside with a proper cosign from Prop Joe but he was to proud. Avon lack the diplomacy skillset of Stringer.
