How come skin bleaching never became big in black America like it did in Africa & the Caribbean?

imho in the africa and the carribean people use some harsh cheap shyt that makes it obvious and looks terrible.
in America there are things like vitamin c serums and other higher-end products that bleaches in a very subtle way.
