Most of that is equipment and weapons. Then a good portion of it are loans.

I kinda agree with you here, I think its problematic that we run a Trillion dollar+ deficit every year.
I'm one of few people that believes that we need to raise taxes and cut spending to get things back under control, but no political party is willing to do that.

Everything the Government prints money for isn't included in the budget. This current bill wont show up any in budget, nor did any of the Stimulus packages. If you reconcile the Federal balance sheet with the budget, you'll see trillions in line items not accounted for in the budget. Its also why thr Pentagon can't pass an audit with trillions being unaccounted for.
