I think you mean how did the elders of the Hebrew Israelite movement come up with it. What people don't understand is that the Bible is obviously the primary book that tells us about the 12 tribes. To determine who comes from what tribe, we have to use non-biased secondary information, and then have the Bible substantiate that information. While I don't necessarily think Jamaicans aren't from the actual tribe of Judah( I think a good amount are in the least), all of that Rastafarianism (from what i know) is mostly a lot of man made doctrine which is rarely rooted in the scriptures. I will admit Benjamin has probably the weakest tribe breakdown of every tribe on that video I posted earlier. If you want to claim the actual tribe of Judah, do that.

I don't believe Haile Selassie was God, but we can NOT deny his bloodline. He is a direct descendant of King Solomon. This is not an opinion, it is a well documented fact that all nations are aware of.
Why do you think all of these white nations had to bow to Selassie I (including the Queen of England) and crown him King of Kings? Why so much respect for a black king at that time? Simply because the KNOW the truth!

Although I didn't watch all of that video you posted (I had seen it before anyway), the creator of it says Judah isn't in America, and then goes on to say Judah was scattered to the four corners of the Earth (which is true). The creator of that video also called us devils, so obviously they had an agenda making it, which seems to be more out of anger than knowledge. As far as Selassie, I haven't done much research on them, but anyone claiming to be a Messiah, and not fulfilling prophecy, is enough to make me ignore that whole doctrine. But, it is what it is. I think arguing about what tribe you're from when it's conclusive that we're Israelites is small-minded to say the least (not directed at you, just in general).
