I'm getting 45fps at 6K. I should be getting higher fps at 1080p and (1440p for that matter) and more gpu utilization (it's only like 30%). I dunno what's up. I think I'm going to reinstall my drivers?? Is that a bad thing?? 60fps at 6K?

You need to use Nvidia Inspector if you are using Nvidia GPU for fixing this issue. If you have Nvidia Inspector, then
- Go to GTA 5 Driver profiler in Inspector and set v-sync to FORCE ON.
- Also, enable triple buffering option.
- Now, disable V-sync from In-game settings.
