I think that's wish fulfillment. It should be true, but he still has too many powerful allies to completely collapse just yet.
In the near future at least, SpaceX is going to keep getting its government funding, and Tesla will keep selling enough cars for investors to hold bizarrely overvalued stock, and he'll keep Twitter limping along on a wing and a prayer.
I can't predict what will happen, say, 3 years from now, but I hope it's bad. I do believe there's no way Twitter becomes profitable and I don't really know what his long-term solution to that could possibly be other than bankruptcy.
