I don't think viserys will ever acknowledge that. He's too scared of war. His grandfather Jahaerys , the previous king, ruled in peace for like 60 years. And the only reason Jahaerys called the Great council (HOTD intro scene) was because he knew the Targaryens are the only ones that can destroy each other
