Those that are black...are those who have african ancestry. If you know at what point someone is white then you know at one point someone is black.

It goes without saying that one has to have African ancestry to be called black. Exactly how much is the question? The average African American is about 80% African. So why should someone who's only 75%, 70%, or 60% African not be allowed to identify as black?

When it comes to people who only have a small fraction of African ancestry - say, for example, 20% African - you can make a "reasonable" case that they shouldn't be called black because they're unlikely to have African features. But anyone between 100% and 25% African is likely to display obvious signs of African ancestry. In my opinion, all such people are free to identify as black if they feel black in some ethnic and political sense.

Truth is, in a biological sense, it isn't always possible to determine what race someone belongs to. Nobody knows how genetically close two people have to be in order to belong to the same race. We're all part of a continuum containing many overlapping populations that we call races.
