yes WBO was formed in 1998, but it wasn't accepted as a LEGIT sanctioning body until the late 1990's in America even though they had title fights

THE IBF was accepted by Ring during its inception

The WBC didn't recognize the WBO until 2004, and the IBF didn't until 2007, this after the WBO being legitimized in America

If your not arguing the WBO is on par with the WBC and WBA

The fact you just dismiss japan has some other country shows your lack of boxing knowledge

considering japan has 3 WBC reigning champions and 1 WBA current champion

with a history of champions all way up to super featherweight

you said you refuted that fact japan didn't recognize the WBO until 2013

and asked you HOW
