It's literally up to the state, as to who they want to send the checks to. Also, watch that 2 minute video .. there's about 5 stipulations, for parents to be considered. Like.. you have to have an adopted child, you have to be receiving SNAP and be on Medicaid etc.
"The bottom line is not everyone is eligible for the checks. Unless you are in these categories below — and chosen by DCF — you won’t be getting one." Vanessa Brito - Community Activist, a community activist with a background in public policy, said the state could have done this differently."
