CW shows, in general, are WOAT when it comes to false moral dilemmas. I ranted all throughout The 100 thread about their inconsistent on again off again morality that seems to only exist to regress the main characters and keep their villains alive. The same has been done on Arrow despite the fact that the heroes are responsible for various deaths all throughout their series they still waste time bickering about what shade to paint their villains' plot amour with until the finale when the bad guy usually dies anyway. I could see if they were arguing about whether they should smother Gracie or not but they're talking about simply curing someone who's destined to kill anyone really everyone who gets in her way. Metahumans, normal people, and children included, she even killed her beloved uncle for trying to talk her out of killing. That shyt was stupid too her whole motivation is to avenge her parent's deaths and yet she killed the only parent she had left so what is her point other than being murderous? In the writer's minds, I'm sure they felt it was their way of establishing Gracie as the new Cicada and an even more ruthless one but to me it made her an even worse version than the one we had.
