It should’ve been a evil Goten, instant parallels to future trunks and how’s the sons are inverted. Also present day Goten & Trunks would’ve been relevant to Super’s story, instead of being Gotenks gags.

Dude, goku was literally training trying make UI second nature to all forms and use the actually UI form as a last resort. You could argue him not upgrading I guess, but that's what Goku was doing with Whis while Vegeta was training.
