They've NEVER done a "costume switch" and passed it off as a new character. Even when they've had extremely similar characters they've went all out to show the difference through gameplay and new assets.

NR has almost no diversity to the characters when you compare them to other fighting games. What would be the harm in having different costumes for characters? It opens the possibility of having characters like bardock playable with gokus move set without taking up extra space that could go towards another character.
And where did you get that they would pass it along as a new character? When has NRS ever did that? Bizzaro came out the same time as starfire and sub zero. It would have been a waste to make a new character slot for stuff like that.
Just like it would be a waste to have 17 and 18 as separate characters when they are damn near the same person. This it probably the reason they just made both fight together. I don't see a problem with being able to switch between who's fighting and who's the assist when they have the same move set.

Different costumes is a hell of a lot easier for companies that don't give two shyts and have a host of characters that adopt many of the same basic stances/styles/movements etc. Its easy to work off of a Subzero/Scorpion/Noob Saibot and a Powergirl/Wonderwoman/Black Canary because they're all initially cut from the same cloth so to speak. Add in how unreal engine works (and how NR uses it), then you get a blueprint for cranking out similar characters and DLC to match. Its free money when you aim your design and gameplay goals at a crowd that just wants to play dress up instead of fighting game anyways.
And yes, I'm blatantly shytting on Injustice 2 and the people that love it. The game is stale as fukk and designed to aim low while being shallow in the first place. But that's not the main point I'm trying to make.
