Nah Hitmen was Puff. Dre did have an artist named Hitman.

But even that is different. Having in house producers working as 1 team is different from picking beats from various people with different sounds that don't even know each other. Neptunes was two people, 1 team. Trackmasters (Tone and Poke), Heatmakerz, Bomb Squad, Beats by the Pound, etc.

The artist usually can't really do shyt in that regard. Most artists need an exec producer to deliver an album, shyt at least an A&R

Dre is clearly taking a stand against rappers that do that. It's not a preference, he's flat out saying that he's against it and producers should be able to do the whole project. He could easily refuse to sell beats to rappers unless he's able to work on the whole album. He has the credibility and the leverage to do that, but there was always a big paycheck that came with selling a beat, so why turn it down?
