Yoda, Palpatine and Mace are on their own levels. Anakin was close but he was a dumbass.
Leaving aside the fact that George confirmed Mace beat Palpatine's ass, the scene doesn't make sense if Palpatine is toying with him. Remember that Anakin walks in BEFORE Palpatine tries to kill Mace. So Palpatine wasn't counting on forcing Anakin's hand or he would've pretended to be weak straight away. He only comes up with that when he realizes Mace is winning the lightning battle.
He also tried running from Yoda, and Yoda got a few licks in; the scene was shot to parallell Yoda being smart and Anakin being a dumbass. He didn't beat Yoda's ass. They traded blows and stalemated until they both got blasted and Yoda fell down whereas Palpatine managed to hang onto a pod. Palpatine gains the high ground and Yoda realizes he needs to go. Anakin tried going at Obi-Wan anyway and paid the price.
Why would he pretend to be weak? When he told Anakin that not only was he a force user but he was a force user so strong that he could help Anakin save padme from death. He just wanted Anakin to make a choice and prove himself. Mace was on borrowed time. Palpatine hopped up like nothing happened after Mace got flung into traffic

I don't really like Mace because I find him Obi wan and Yoda to be hypocrites but he's a great fighter and Palpatine is just better than him. Palp is like a hundred years old. Mace wasn't ready

You're making my point for me.
He wants Anakin to believe he's so much more powerful than the Jedi that he should side with him for "unnatural powers"....by getting kicked in the face, crawling on all fours, telling Mace that he will kill him only to fail in doing so - Anakin saw all of this.
If Palpatine wants to prove that he's more powerful than the Jedi than he's doing an awful job.
And of course Palpatine was faking how weak he actually was, I'm not disputing that. But what led to this point is Mace beating his ass. He's also not that much older than Mace. And if you read the canon Mace had actually been trained in the force for longer than Palpatine has (Mace, from birth. Palpatine was a teenager when Plagueis found him).
A running theme in Episode III is how the villains will do ANYTHING to win. Grievous blows up his own ship to try and kill Anakin and Obi-Wan. Palpatine tries to RUN from Yoda. And Palpatine pretends to be out of power and risk getting killed forreal to get Anakin to attack Mace.
He took out 3 masters in seconds. Fought Mace long enough for Anakin to make his way into the room. That's all he wanted. Was for the Chosen one to choose him. He could've done Mace like he did Yoda.
He tried to run from Yoda and got put on his ass multiple times, I think you need to rewatch this movie.

George Lucas, the dude who created Star Wars, sat there and confirmed that Mace is the superior fighter and bested him in combat. But you like Palpatine better so you hang on to your own personal false, made up narrative that you like better.... and pretend that its the real one.
George Lucas also gave power to Kathleen Kennedy and removed the Ewok Yub Nub from return of the jedi. He's clearly senile
