Not really. They are backed by these bourgeois in port au prince. It started as an enforcer relationship to keep Haitians from the diaspora from investing and making decent returns on businesses. The businessmen in Haiti especially the foreigners wanted to kill or kidnap you to send a message so nobody else would come invest. Then, these guys started understanding what they can do the same thing and get the money too, once they saw how much people were paying for ransom.
The same forces are agitating them to stop the Kenyans from coming.

All these people have an interest in keeping the haitian state as weak as possible.

No they are not. There are some police officers but it's mostly teens and early 20's guys in sandals being led by older leaders who stay at gang hideouts. Barbecue is the only one that is police trained.

The international troops will be giving access to U.S weapons.

"logistics, including intelligence, airlift, communications and medical support to the mission, which still needs to be approved by the U.N. Security Council. Other than Kenya, which would head the operation, personnel from several Caribbean nations would also be deployed to the country."

At this point the U.S has to deploy troops. They have the capabilities to kill all these gangs with two weeks.
But you dont think they getting at least some type of training from these older retired guys? Breaking into a prison and holding off police for hours isnt exactly some rookie shyt, I wouldnt put them at Cartel levels (yet) but they far from street gang level to be needing whole UN resolutions and peacekeeping forces

And why the fukk is DR doing nothing? They stay griping about the immigration situation but are wiping their hands clean of this whole conflict which is obviously out of control in PAP

Seems costly for Kenya to send troops indefinitely all the way to Haiti.

What do they get out of it?

I'm surprised Mexican cartels haven't completely taken it over.

How is this affecting DR. Do they ever send any help to PAP?

Only a matter of time till the US steps in if anything spills over into the mainland or territory.
