Not really. They are backed by these bourgeois in port au prince. It started as an enforcer relationship to keep Haitians from the diaspora from investing and making decent returns on businesses. The businessmen in Haiti especially the foreigners wanted to kill or kidnap you to send a message so nobody else would come invest. Then, these guys started understanding what they can do the same thing and get the money too, once they saw how much people were paying for ransom.

The cycle is like this. Port-Au-Prince has a lot ghettos with a lot of population that vote. These ghettos have been neglected for years, people there lack food, security, running water, they live in complete poverty and gangs in the area run the place.

The issue started out like this.

1) Politicians gave money and guns to gang leaders to secure people's votes and business near ghettos pay and give guns to gang leaders in the area to secure their businesses.
2) Politicians also used gangs to destabilize anyone in power they do not like. This can include shutdown neighborhoods, kidnappings etc.
3) Gangs started getting more and more guns and started kidnappng massive amount of people to buy more and more guns.
4) Politicians and business men lost control of the gangs and they started terrorizing people and became autonomous.

Haiti also has no border controls, guns get ship from the U.S, D.R and more since Haiti has no control of its water too.
