An investigator’s job is to scrutinize everything including the victims claims.
I’ve long said that I believe there were some improprieties from Watson because obviously dude wasn’t just out to get massages but some of these claims look “fishy” to say the least. I would guess and investigator would feel the same and want to scrutinize everything on record.

It’s all part of negotiation tactics. If you have ever dealt with public adjusters you’d know the trick is to make 100 claims while padding the real claims with some false ones. The opposing adjuster will dispute it down to about real 35 claims and you both haggle and eventually agree to settle for 60.
