It shouldn't have been left alone in a place where a child could wander up to it. Maybe if the yard was fenced in adequately and the child jumped the fence or something. But thats not the case.The dog was chained up.....in it's owners yard....where he was supposed to be

You cant be serious. The child wandered into someones elses yard.....a 3 year old at that. The dog being chained makes the situation even worse.

How was a three year old able to walk up in someones yard? Means it wasn't fenced in properly . Tying a dog to a tree isn't responsible pet ownership
