shouldnt the main game be fixed first
It has probably been fixed for current gen consoles, they are probably giving up on fixing it for last gen consoles.

they can always offer the better version in the cloud
It's clear they wasn't, all the patches thus far have been fixes, almost none of the patches added content.
If that's the case, they shouldn't have let that slip until after the patch was live and stable. If there are any issues, they're gonna regret that.
