All the arguments are finalized and presented. The only difference is that its done strictly on paper rather than in person arguments. And the judge is not deciding who wins the case but rather if Colin and his lawyers have presented enough evidence of collusion to potentially win at trial.
This stage is there to stop cases which have no chance of winning at trial to go any further because there is not sufficient evidence to support them.
