I would argue that his job, in this instance was not enough.

The future of the country was at stake and he punted.

Ken Starr went outside the boundaries of his job to grab Clinton for a blowjob.

So either Trump didn't do enough to warrant Mueller going beyond the confines of his job. Or Mueller punted this because he didn't stomach the fight.

Failure either way.

Well he couldnt indict him (which in itself is idiotic, because its a memo, not a law) so he was supposed to punt it back to Congress and they should do their damn job and move to impeach.

You can't compare him to Ken Starr because as everyone has said on both sides, Mueller is going to do things by the book. So not indicting a sitting president would be included in that, no matter how much I disagree with it. It basically put the President above the law, which no one is supposed to be.

This is ultimately where he failed and fell short of his own standard of honor IMO.

As you said, a fukking memo IS NOT LAW. So by going against that memo, he would have had to make a judgement call himself and he was too cowardly to take that step. But he would not have violated any form of ethics or conduct by doing so. With the added bonus of ending this catastrophe of an American nightmare.

I could even partially give him a pass if his decisions were 100% guided "by the book", but in this case it wasn't. It was his own security.
