I would argue that his job, in this instance was not enough.

The future of the country was at stake and he punted.

Ken Starr went outside the boundaries of his job to grab Clinton for a blowjob.

So either Trump didn't do enough to warrant Mueller going beyond the confines of his job, or Mueller punted this because he didn't stomach the fight.
