Actually think Mueller testifying will have a bigger impact than most here think. Even if he's just repeating what's in the report, he's actually saying it for people to see, and that's a big deal because because most people have not read the report. Im probably wrong but

Congress will have just 11 weeks in session for the year by the time Mueller's hearing takes place.
That almost guarantees nothing of any significance will take place in Congress the remainder of 2019.

It's hard to see anything coming of the Mueller hearing considering he doesn't even want to testify.
Seems very likely he's just going to repeat what's already in the report and we won't learn anything new.
To keep it 100, they wouldn't have passed much of anything regardless.
Unfortunately Congress is too dysfunctional to do anything unless one party controls both chambers.
