I don't understand the complexity of the issues enough to comment on, but I do applaud the Nigerian diaspora communities for recognizing their power and influence in their adopted countries.
TBH, it'll have to be war/serious violence/military action. The powers that be want to maintain the status quo and the Nigerian government already controls the military so Biafra would have to get funded/armed covertly. Look at at Sudan/South Sudan as an example.
But the less violent case would be a national referendum asking the Nigerian population if they want to break up the union similar to the 1995 Quebecian independence referendum, or the 2014 Scottish referendum. But for that to happen you can't make it about Biafra. It'll have to be about a Southern Nigeria so to speak.
The ideal Southern Nigeria would be from Oyo all the way down. Excluding Kwara, Kogi and Benue. If you put it to a vote, I think you can get the numbers. Just look at the 2015 and 2019 election. The margin of victory for Buhari wasn't that large (~ 3-4 million votes) . Lagos and Yorubaland gave him both elections. If the Yoruba elite can get with the the program, you can get 2 states. The issue has been that that the Federal government has allowed Lagos to flourish which as cooled the tensions for the Yorubas (although that's changing) from wanting their own state. Essentially if you can flip Lagos then you get two states.
I truly hate this man. He has turned Imo state into something unrecognizable. Lose the election, rank 4th but a corrupt Supreme Court makes you first?....Only in Nigeria. Former Lagos Yahoo Boy, now the Governor.
