It's all about making it less accessible to the public. Removing something from the app store or banning a github repository will basically wipe out the layman from accessing it.

Regular people won't put in the effort if made more difficult and inaccessible than the alternatives.

That's the thing, nerds will take care of it and package it somewhere else. The only problem there is the safety of said releases for the user facing portion, but the cream rises to the top in those situations.
