If they was so organized shyt wouldn't collapse by removin a few leaders they would have people in place to take over.
Alot of the gangs out here are mad organized, some of them like MS-13 and the Mexican Mafia come from Central/South America and carry out hits for Mexican Drug Cartels so they literally involved in organized crime.
