CPD and the mayor despise each other for variety of reasons. Cook County's prosecutor (and many of the judges) are also part of the old chicago "machine", who also despise mayor lightfoot bc she defeated them in the last election. People who REALLY know what's going on already know this, but what's happening is that CPD and ppl who are aligned with her political opponents (Kim Foxx, Tony Preckwinkle, the old Daley/white ethnic establishment) need crime to become the major issue when Lightfoot is up for reelection. CPD and their allies think that's the ONLY issue that will cause Lightfoot's base to fracture. Lightfoot's base is made up of relatively well off liberals who live in gentrified neighborhoods, Black voters and the "corporate" class - mostly Downtown voters, developers, professionals etc. Crime is the one issue that can cause them to look the other way - and it's starting to work. There are shootouts etc in the "nice" neighborhoods now and even "good intentioned" white people are starting to hold her somewhat responsible. Meanwhile the prosecutors/judges are letting mfers out on bond even with violent records/crimes, refusing to even charge ppl openly caught up in shootouts and emptying jails claiming it's due to covid. CPD is slow walking everything, staying in their cruisers on the corner. Lightfoot has been trying her best to appease the cops by not touching their budget, giving them huge percentage of the COVID relief funds and signing a new labor contract giving them nice raises...but at the end of the day she is still a gay black woman, so they're going to take the money etc and STILL fukk her over by letting crime run wild. It's crazy.
