I haven't actually watched in forever, so someone feel free to correct me if I'm wrong.

Charlotte's problem is that she doesn't have a character aside from showing up and saying "ME AM FLAIR. ME WANT TITEL. WOO."

It's like they're trying to make her Ric Flair, but their only knowledge of Flair is late era WCW Flair when they didn't really have anything for him, and he became a parody of himself who had promos that were basically early demo versions of the second verse of "What These bytches Want" by DMX, but with wrestler names. They completely forgot that while he was champ a bunch of times, he also put a bunch of people over. Almost no one gets a definitive W over Charlotte. She either gets her win back post haste, or has a convenient excuse for the loss. Even in cases where it makes sense for her to win as a heel, the face doesn't even get to look good in the loss by getting cheated in some way. They just lose.

If I were watching WWE, I'd have no interest in whatever Charlotte is doing, because I'd already know how it was going to end.

It's the legend syndrome. Whenever a wrestler was in the ring with some like Stone Cold, Rock, or Taker the L didn't matter because being able to hold your own elevated your career. Charles is not a legend nor is she the measuring stick for the women in the WWE, therefore feuding with her does nothing for their careers. It didn't even just start at the Rumble, name any chick that's been better off after feuding with Charles?

Nobody. Technically even Becky doesn't count considering she was supposed to be the heel
