That's a conflict at boardroom level. Vince probably wants them to look like models, but instead of Johnny Ace bringing them in, he has HHH who actually wants them to know how to work rather than just be pretty, along with Steph who thinks it's great for the brand. Charlotte isn't the prettiest girl but she's close enough to Vince's "tall, blonde, fake t*ts" ideal and can work. Ironically, they used her to go over the prettier tall blonde with more potential and ruined her recent NXT run to do it

Hell, he's not even partial to tall blondes like Charlotte and Rhea. He likes them tiny, petite. Trish, Dana, and Alexa are what Vince likes and prefers in a woman. I'm honestly shocked Mandy and Liv aren't pushed.
HHH is the opposite. He likes them tall, muscular like Chyna, Lacey, Rhea, Bianca. Charlotte fits HHH's standard than Vince's.
If Charlotte didn't have her last name, she'd be pushed, but nowhere near this level of annoyance.

That's true actually. Also explains Alexa's near immune status in the division, while Nikki Cross - who's 10x the worker - takes most of the pins lol. But Alexa's tiny and pretty so
. I can see Liv and Mandy getting pushed because they're getting better as workers at least (I've actually been quietly impressed with Liv of late), but both of them should have spent more time in NXT.
