Wakanda is the MOST technologically advanced Country in the Marvel Universe. There's absolutely no way that's a stand in for Wakanda. It might be somewhere on the outskirts of the Kingdom but it's not Wakanda itself

They've already established Wakanda in the MCU as having Vibranium, which is the precious material that Wakanda bases most of its technology on. Plus The MCU has also established Wakanda as being extremely reclusive. There's no WAY the shanty looking town those pictures are set in looks like it would be at all reclusive. NOBODY gets into Wakanda without Panther's blessing

Are those things on his hands/arms based on any comic stuff?

He wears gloves/gauntlets that are similar but they're just that. These ones are clearly powered like Winter Soldier's arm, probably so that he can actually fight Captain America who's much stronger than the one who fights Crossbones in the comics.
