What makes you think they're scaling back for Russ? Because they run the read option every now and then? I don't understand where you're getting this information from. Because Luck has more attempts? Because it's a traditional offense?
I'm pretty sure I remember reading they did give RG3 the entire playbook PLUS they added in extra components from his college offense. They catered to his passing ability and running ability like a good coach is supposed to do. Actually, now they're focused on his passing because they don't want him running.
Russ started out terribly. He played like shyt, but along the way he learned from his mistakes and has the highest passer rating in the league.
Luck has been a turnover machine since damn near day 1 and that hasn't changed throughout the season.

RG3's offense is infinitely more complex than Luck's BY A LOT. Not even in the same hemisphere. Russ runs an offense that's almost as traditional as Luck's he doesn't run read/option. He runs when the defense gives him the opportunity to take off which is a better decision than throwing into a crowd.
